IGOHR Strongly Denounces Horrific Attacks on a Mosque and Migrant Boat in Yemen 20 March 2017

The International Gulf Organization for Human Rights (IGOHR) condemns in its strongest terms the series of horrific attacks that recently took place in Yemen– the killing of 22 pro-government forces in a missile attack on a mosque in Marib province and the gruesome attack on a migrant boat that left 42 refugees dead off the coast of Yemen.

The first incident occurred off the coast of Yemen near the Bab el-Mandeb strait where a migrant boat full of Somali refugees was attacked by an unidentified apache helicopter. About 42 Somali refugees including women and children were killed during the attack and dozens of others wounded.  The second incident involved the attack of two missiles fired by Houthis rebels on a mosque in the Kofal military base in the Marib province during prayers resulting in the death of at least 22 worshipers mostly pro-government forces.

IGOHR strongly denounces these attacks on the mosque and migrant boat in Yemen and describes it as dreadful, horrifying and totally unacceptable under both regional and international humanitarian laws. It which may amount to war crimes and crimes against humanity. IGOHR reiterates that these attacks are terrorists acts that seeks to undermine the peace, security and political stability in Yemen as well as to aggravate the already deplorable situation and existing conflict in the country.  These acts are also a gross violation of international legal treaties and international human rights instruments. The 1997 International Convention for the Suppression of Terrorist Bombings describes anybody as committing an offense if he/she unlawfully and intentionally use of explosives in public places with intention to kill, to injure, or to cause extensive destruction to compel a government or an international organization to do or to abstain from doing some act. The convention equally urges its member states to take measures to investigate and prosecute perpetrators of such terrorist acts.

Therefore, IGOHR calls on the Yemen government to immediately and properly investigate the horrific attacks on mosque and migrant boat and bring all perpetrators and organizers of these heinous crimes to justice. IGOHR urges all parties involved in this conflict to resume peace talks and to develop sustainable solutions to put an end to the civil war in Yemen. IGOHR further calls on the UN Security Council, all regional governments, international bodies, organizations and institutions to work jointly and swiftly to tackle the ongoing acts of terrorism and activities in Yemen and to provide humanitarian assistance to the vulnerable population. IGOHR equally expresses its sincere sympathy and extended its deepest condolences to the families of the victims of the attacks.
